Identify the buyer and the procedure that needs checking
State whether your project concerns an individual, a business or a purchase intended for resale. Identify the proposed export country, vehicle category and importer of record. Establish these points before requesting confirmation of a price or a shipping date.
Decree 23-74, published in 2023, addresses used vehicles acquired by resident individuals. That historical text does not establish the current framework for a business purchase. Have the authorities or your customs representative identify the applicable procedure and subsequent changes for your actual vehicle and purchasing purpose.
Build a file for the actual vehicle
Request the VIN or chassis number, manufacturing date, first-registration date, powertrain, steering and exact variant. The photographs must match the same vehicle. A year selected in a catalogue is a sourcing preference and does not replace documentary evidence.
Check those details against the available records. If a date is missing or a description differs, record the question and who will resolve it. For a hybrid or electric vehicle, add relevant battery and charging information. Have the actual configuration checked against current requirements before committing.
Specify condition in terms an inspector can check
Set a maximum mileage and identify the service records you require. List unacceptable defects or repairs and any independent inspection you want arranged. Broad descriptions such as excellent condition or guaranteed quality do not give an inspector a defined set of checks.
Ask for a dated report, current photographs and the scope of the tests performed. Keep mechanical condition, repair evidence, conformity checks and the documents required for the purchase distinct. Maintain an unresolved list for points that have not been checked rather than assuming they are satisfactory.
Define the costs and responsibilities in the quotation
Separate the vehicle, checks, documents, origin transport, freight and insurance. Then identify destination handling, customs clearance, taxes and final delivery that need a separate estimate or agreement. Record the currency, validity and exclusions alongside the proposal.
State your requested port and final handover location. Have the proposed route, service and responsible party at each stage confirmed. This page is not a transport offer, customs estimate or stock confirmation. The form starts a sourcing enquiry; the final scope is confirmed in writing.
What to do when a point remains unverified
A rule for an individual is presented for a business purchase
- Evidence to request
- Buyer status, intended use and the current procedure confirmed for the actual operation.
- Next action
- Have the applicable framework clarified before carrying over those conditions or committing funds.
An essential date is missing from the file
- Evidence to request
- Readable manufacturing and first-registration evidence linked to the actual vehicle.
- Next action
- Keep the question open and have the relevant dates checked. The catalogue year alone is insufficient.
The proposed variant remains unclear
- Evidence to request
- Exact powertrain, steering, equipment and relevant battery or charging information.
- Next action
- Identify the configuration, then have its suitability for the project and current requirements confirmed.
The quote does not identify the final handover
- Evidence to request
- Requested port, final handover location and the costs and responsibilities at each stage.
- Next action
- Obtain the service details and unpriced items before comparing the totals.
What to include in your sourcing brief
- Buyer status, intended use and named importer
- Models, variants, quantities, powertrains and dates requiring evidence
- Maximum mileage, required condition and independent checks
- Proposed export country, requested port and final handover location
- Budget, currency, purchasing schedule and questions requiring confirmation
The catalogue contains model references and illustrations. Actual availability, condition, eligibility and commercial terms require individual confirmation.
Model references for your brief
Use these pages to describe your requested configuration; a model reference does not certify an individual vehicle’s eligibility.
